Uruguay’s Vice Minister of Livestock, Agriculture and Fisheries and Ambassador to China visit INBAR Headquarters

High-level talks in Beijing open new ground for Uruguay’s bamboo industry under a deepening partnership.
On 21 May 2026, Professor Jiang Zehui, Co-Chair of INBAR Board of Trustees, met with a delegation headed by H.E. Mr. Matías Carámbula, Vice Minister of Livestock, Agriculture and Fisheries of Uruguay, at INBAR Headquarters in Beijing. The two sides held friendly discussions on further strengthening international exchanges and cooperation in the bamboo and rattan sectors.
On behalf of INBAR, Jiang extended a warm welcome to the visiting delegation. She summarized INBAR’s growth over the years and its history of cooperation with Uruguay. She noted that INBAR serves as a vital international platform for South-South cooperation, working to actively advance China-Latin America cooperation. Uruguay became a member of INBAR in 2024, and both sides have sustained close exchanges ever since.

In May this year, H.E. Mr. Fernando Mattos, former Minister of Livestock, Agriculture and Fisheries of Uruguay, was appointed a member of the INBAR Board of Trustees. His appointment will vigorously drive INBAR’s growth across Latin America and facilitate Uruguay’s sustainable development goals. The year 2027 will mark the 30th Anniversary of INBAR, and Jiang invited Uruguay’s Minister of Livestock, Agriculture and Fisheries to attend the anniversary celebration in Beijing.
Jiang also praised the tangible efforts made by H.E. Mr. Aníbal Cabral, Uruguayan Ambassador to China, to bolster bilateral cooperation and friendly relations. She remarked that close cooperation in the years ahead will not only drive the growth of Uruguay’s bamboo industry, but also comprehensively stimulate the country’s sustainable economic, social and environmental development.

H.E. Mr. Matías Carámbula mentioned that the visit took place amid the 38th Anniversary of China and Uruguay establishing diplomatic ties, the steadily advancing bilateral relations and the Uruguayan President’s state visit to China in February 2026. He expressed the hope that the two peoples could deepen friendship and cooperation under the framework of the China-Uruguay comprehensive strategic partnership. Uruguay is involved in projects under the INBAR Global Development and South-South Cooperation Fund in Latin America. He thanked INBAR for its recognition and support. Uruguay will scale up cooperation and exchanges with INBAR under the Belt and Road Initiative, Global Development Initiative and Bamboo as a Substitute for Plastic Initiative. Both sides will consolidate the foundation of bamboo industry development, advance low-carbon coordinated growth and uphold the vision of a community with a shared future for mankind. Uruguay stands ready and eager to take part in INBAR’s 30th Anniversary celebration in 2027.

Ms. Li Lan, Deputy Director General of INBAR, H.E. Mr. Aníbal Cabral, Uruguayan Ambassador to China, and other high-level officials attended the meeting. Prior to the talks, H.E. Mr. Matías Carámbula and his entourage toured the bamboo and rattan exhibition hall.
